Purpose and Mission

The Foundation is established as a U.S. tax-exempt nonprofit organization under Section 501(c)(3) of the Internal Revenue Code. Its purposes are :

1. To support charitable objectives in the fields of healthcare, education, and research;

2. To support charitable programs centered around Taipei Medical University;

3. To promote cooperation and exchange between Taiwan and the United States in medical and higher education sectors;

4. To provide support through scholarships, research funding, campus development, and educational training;

5. To receive and manage donations and other resources, and to allocate them in accordance with the Foundation's mission as set forth in these bylaws.

Financial Stewardship & Allocation Policies

To ensure the highest level of transparency and impact, the Foundation adheres to strict allocation principles governed by our bylaws and the regulations of Taipei Medical University (臺北醫學大學, TMU).

1. Foundation Allocation Principles

In accordance with Article VII, Item 2 of the Taipei Medical University Foundation Bylaws regarding Fundraising and Use of Funds, our distribution follows these guidelines:

2.Allocation principles:
a. At least 75% of funds shall be used toward charitable programs in healthcare, education, or research—especially those connected with the Foundation's supported academic institutions—such as research grants, campus or medical facility improvements, scholarships, educational outreach, and international collaboration projects.
b. Up to 25% may be used for promotion and administrative expenses within the U.S., including fundraising organization and execution, alumni engagement, volunteer initiatives, community outreach, and professional services (accounting, legal, technical platforms, tax advisory, etc.).

2. University Administrative Allocation Policy

Pursuant to the "Taipei Medical University Guidelines for Fundraising and Use of Donation Income," a 5% administrative fee is allocated from each designated-purpose donation to the University Development Fund to support institutional growth.

Exemptions from the 5% Allocation: Donations designated for the following purposes are exempt from the administrative fee:

  • Student club activity funds

  • Scholarships and grants

  • Sports and athletic activities

  • Emergency relief funds

  • Affiliated hospitals

  • Other projects specifically approved through a special project review
